HOA vs Municipal Code Enforcement

Your neighbor has four chickens. You know that it is against the rules set by your Homeowners Association (HOA) for anyone in your community to have barnyard animals on their property. You also know that Midway City allows chickens within city limits. Who do you call to file a complaint? In this case, you would need to contact your HOA, and they would need to enforce the rule. Animal Services can only enforce municipal codes. While an HOA may create rules that are more strict than the municipal codes, its rules cannot contradict or override the codes.
